Published Paper

Sophie Nakueira, VULNER project member and leader of the work package on Africa, published a paper on the strategies that refugees use to make themselves legible to UNHCR’s Vulnerability Categories for Resettlement.

Using ethnographic data collected in a refugee settlement in South Western Uganda, the paper shows how documents are deployed by refugees in this camp to prove vulnerability.

The paper argues that the bureaucratic system effectively limits the mobility of refugees through pre-conceived notions of vulnerability as well refugees’ own reliance on false documents to fit into UNHCR’s vulnerability categories.
